Is the Libyan Government Prepared for a Post-Oil Future?

Libya managed to get the highest per capita GDP in Africa. But it was not able to really adequately prepare or make a plan for the future. Norway sticks all of its oil wealth in a sovereign wealth fund and uses that to purchase assets around the world.
