In Columbia, nomadic tribesmen probably first built permanent settlements because they needed salt and learned how to make it. The Aztecs controlled the salt routes by military power and were able to deny their enemies access to salt. Cortez who came from southern Spain not far from both Spanish and Portuguese salt works understood the power and politics of salt.
