Climate change has been overwhelmingly caused by rich countries omissions to create profits for fossil fuel companies. Yet its impacts are going to be most and are being most acutely, felt by poor people in poor former colonial, formerly colonial countries the world over. Ante effort to deal with climate change by eliminating fossil fuels has to include internationalist redistribution at its core - that's what you call post colonial cosmopolitanism.
