Vienna, austria has some of the most relaxed espionage or spying laws of any country in the world. It hasn't changed since the fall of the austro hungarian emp ire, despite two world wars, despite the cold war. There's a lot of thirsty spies out there. The only problem is, at times, like a pool in a savannah, on the grass land during a drought, you're going to run into a lot of other animals that you would normally. That sounded unnecessarily crimsing, but it's true.
