The Doctrine of Ministerial Responsibility

There used to be a parallel in public service called ministerial accountability. It was motivated by the idea that if an agency misbehaves, you must resign. We don't have any longer in Australia but we had it up until some way through the Howard government. So I think it's actually, it should be seen as a strength of our system, not a weakness of our system.
