Edwin junior was a quiet, measured and assured man of business in parliament. He would be a leading figure in parliament for the next 20 years. One of the things that allowed this rather ordinary figure to gain so much weight was a failure of management of the parliamentary process by the privy council. Since james had ennobled so many of them, they were now all sitting in the house of lords, not in theHouse of Commons. In James's reign, it was the lords where real strategic decisions were made.
