The west was to not do a victory lap around the collapse of the soviet union. The big play in post cold war europe was to establish some kind of lasting co operative relationship with russia. I don't believe in mono causality, i've never seen a major event that happened for one reason. Events happen for multiple reasons. And my story is part of an answer.
