The Fear of a DOMA No Effect
In 1973, Maryland becomes the first state to ban same sex marriage. DOMA is signed by Bill Clinton in 1996. The full faith and credit clause of the Constitution requires that states recognize the laws and legal orders of other states. So if I get a marriage license in Hawaii, the fear was that I could then take that back to my house in Kansas.
