The Security Council's Decision to Remove the Naval Blockade From Cuba
Kennedy's TV address gave Khrushchev breathing room. Ships still en route to Cuba, including the nuclear-stocked Alexandrusk and several nuclear-armed submarines. Four ships carrying more intermediate-range missiles would go ahead, but the rest would have to turn around and come home. Soviet army was put on higher alert.
