Product Owner Responsibility - Product Requirements

How do you write the product requirements. What goes into designing a pen? It would be things like how long this pen is going to be what will be the style of this pen. Once you have your design and your technical requirements ready, then it becomes really easy for a product manager to be able to convert them into requirements that can be given to an engineer.
