Is a Fetus a Person for Purposes of the 14th Amendment?

The question is how do courts, and most particularly the Supreme Court, define person for purposes of the 14th Amendment? And that's not as obvious a question as you might think. If Ted Cruz were answering this in a legal gathering and not on some dumb-ass TV show would he have been laughed out? He would have answered the question differently because he knows, again, he's just a genius guy.
