Lukashenko will not have a control over this nukes. He will claim he does because for domestic audience, he does not want it to look like a humiliation where Putin just uses territory of Belarus again and again. The fact that they are deployed in Belarus creates new risks for Belarus. Obviously, if you imagine some apocalyptic scenario of a nuclear exchange when Belarus, when Belarus deployed warheads are used, obviously the retaliation strike will be directed at Belarus. So this raises stakes for our country, I mean, qualitatively.
