Can the PRC Operate So-Called Chinese Police Stations in Canada?

The RCMP is investigating so-called Chinese police stations set up inside Canada. A Spanish human rights group alleges it's an attempt on the part of the government there to convince people who have been accused of crimes to go back to China for justice. Some worry, dissidents and ethnic minorities will also be targeted. The Chinese government maintains that these are not police stations; they're just kind of like a driver's license type spot where you get your drivers' license.
