Is There a Breakdown of Structure in Law Enforcement?

Yean: Too many hurting people, too much broken structure and too many guns in our society. And those things coming together too to create these tragedies. I think it is related to what we see, i think, here in chicago and cook county, which is you have a a sat who should be prosecuteing crime, but don't like to play that role. They'd rather play the role of rehabilitators and sort of advocates for those who are engaged with law enforcement system.
