Is There a Relationship Between Astarde and Ishtar?

In the epic of gilgamesh, this word camanu is used in in a cultic setting. But it's not specifically related to ishtar. And well, in jeremiah, we didn't even need ancient erystrin comparisons to tell that this was a religious, cultic context. Even though ishtar and astarde are ar basically the same goddess, at least as far as their role is concern.
