Is There a Way to Do This in the Public Sphere?

We legitimately see this happening, at least with some public goods. The pirate bay has existed since two thousand three in some form or othera despite government attempts to remove it. So people have successfully built these kinds of anti fragile services that exist outside the regulation penimeter and have endured for some time. And so where does this kindf lead us?
