Herbert Hoover used food as a political tool during the First World War. He helped supply millions of Russians with food to fight Bolshevism. Food riots would erupt in France and Belgium because people were starving. This was one of the things that led us into the war. And ultimately it led to global food programs that still exist today where we are helping.
