The Effects of Niacinamide on Skin
A 1963 study found that when you mix ascorbic acid and niacinamide together, it creates a yellow compound. This happens at a pH of 3.8 and it is incredibly pH dependent. So I'm guessing if you did prepare an anhydrous formula containing those two ingredients and then when you made it hydras, the resulting pH was 5, I would guess that it's probably not too much of an issue.
