NATO and Japan have laid out a fresh plan for the next four years to increase security cooperation between both sides. I think what you hear there is the first real bits of tension over Ukraine, the war in Ukraine and the consequences for NATO. It felt like there was so much unity for a long time that everyone was seeing from the same hymn sheet. But when it comes to the crunch and you have to decide, well, is Ukraine going to join NATO or not? Once you start having to answer them, then it becomes very difficult.
