In the cloud, if you run any stateful technology, you are just by design over provisioning storage or compute. So separation of storage and compute is hard to build but it is an architectural advantage. The only way to mitigate the expense of the cloud is to never pay for what you are not using. Amazon wants you to spin up EC2 instances and storage and just never turn them off because the bill arrives every month.
