The Congolese Government Wants the Belgians to Be Independent

The Belgians want those two breakaway provinces independent so that they can keep getting those sweet sweet minerals right? So the rebellion breaks out and La Mamba and Mabotu are overworked trying to deal with it. The UN sins and troops but all they'll agree to do is basically help the Congolese government maintain control in the areas they already hold. They will not help the Congo beat the rebels they won't do anything about the Belgians.
