All classes at Santa Monica College are 100% full. The president of the community college proposed a new system to make more seats available. It's like a Robin Hood system, he says: Those who can afford it can pay a little higher and the excess revenues will help subsidize those who cannot afford the same price.

I visited Airports, Amusement parks, Highways and Community Colleges in order to understand how the priority queue is changing the American experience of waiting in line.
