Everybody agreed that there should be an Albanian state, so they started trying to hammer that out. Macedonia was surprisingly low on the agenda, primarily because it was occupied by Serbia and Greece. The situation changed again when a group of young Turk army officers led by Enver Pasha staged a coup in Constantinople. So now the Balkan countries are worried that a new Turkish regime could organize and launch a counter-offensive.
