I think the intellectual change that caused us to stop thinking of them as just another weapon that happens to be really big was when China built them. I would argue that the political impetus that makes that seem like a palatable idea is Chinese acquisition of nuclear weapons, because once they can do it, anybody can do it. And that's really scary.
