The Black Panther Party for Self-Defense

In 1940, Oakland's black population was about 3%. By 1960, it had risen to about 23%. The number would keep going up until the 1980 census. Nearly half of the city's population is non-white and many are poor. They do not pull their share of the jobs created by Oakland's new industries.
