The Chinese Communist Party is communist in name only. The one thing that Communist parties are supposed to be good at is redistributing wealth. It needs to redistribute wealth from the wealthy coasts into the interior. But it's politically fraught because you're going after literally tens, if not hundreds of millions of petty bureaucrats and local government officials who have profited from the system.
