Is There a Congestion Window?

The closer the cars are spaced, the more severe the shock wave and the longer the effect. A lot of it just has to do with traffic joining uninterruptedly from that on ramp downstream. And this is why we have ramp meters, a the traffic lihts at the end of highway of ramps. We have things like variable speed limits, whith you see on the m 25 motor way in england. It's been shown that it takes jams to develop faster than they dissipate.
