By the end of the war they were functioning in SS core, certainly they were controlled by SS generals. Now 4344 they tended to operate under the army chain the command, so they fought alongside the regular army. But all that time, Hitler kind of saw the Wolf and SS as an insurance policy,. That came to a head with July 1944 the assassination attempt on his line. He had a Damascus moment and he went, I cannot trust the armed forces in the longer.
