The Cost of Enforcement Points for Governments
Governments seem to be trying to re centralize power, maybe in the face of decentralizing technology. Technology strikes both ways: it gives people more options, but also gives those authorities more options so they can corral anthoties into using them. One of the only profitable ways to do something when you have a lot of enforcement points is through a high penalties.
