The Different Functions of Emergency Management
The functions of the planning response, recovery and mitigation are very distinct. In the private sector might be more business continuity and risk management crisis management that seems to be the longest period where we spend extensive periods coming up with emergency operations procedures. There's a real distinct time period where we move from planning to operations but it's not a disaster in Canada today or much of the US unless it has an impact on many public services such as snowplows.
