In September 1793 one lone clerk was keeping the US Treasury Department afloat Most federal officials had fled Philadelphia as yellow fever spread leaving the government on the brink of collapse Even President George Washington and most of America's top leaders scattered. With government virtually non-existent Philadelphia relied on a small group of volunteers who had stepped up to run the city. The debate over treatment grew more divisive with Dr. Benjamin Rush in the middle of it.
