It seems to me that leaving is easy. If there's a substantial burden to leaving, then you staying is not a mark of consent. You staying is saying, this isn't yet so intolerable that i'm going to sneak into ontario and brave the mounties. I think i'd go to saskatchewan anyway, with an axe, carve out a log cabin somewhere. It doesn't work like that. The game is set up so that you can'tso you can't give up the citizenship.
