The Rise of Demand Side Management in the Electricity Sector
I've always thought that what they're trying to do is maximize the utilization of their existing capital stock. You don't see this in other utilities, right? And I imagine this is partly because of the enormous fixed costs associated with having to add more generating capacity online. The whole name of the game is the utility can and should only run a demand side management program that reduces energy consumption. In recent years, the growing focus on the climate crisis has started to change the reasons why regulators ask utilities to run these programs.
