Is There Any Justification for Targeting a Journalist?

There's plenty of evidence this is happening. They're popping up as well among the target list and among the people who've been infected. I think it can be very easily justified by designating them extremists, foreign agents, enemies of the state. And then it all becomes very easy to justify. But i have not heard about any criminals or terrorists that have been uncovered so far.
