There were three key legislative aspects of biodynamics. Lachlan Carey and June Okeeta-Sheppard argue that Chips is the brain, Infrastructure is the backbone, and the IRA is the engine. Legislatively speaking, they were split up, progressives in the US Congress did not want them to be split up because then they would lose leverage. But I think the coherence of it is right, like calling the Chips and Science Act the brains of the operation kind of makes sense. And so in that sense, these three pieces sort of fit together.
