Is Nemo Talking to His People?

I was actually a nip-sick of mine was that they was like, why are these scenes with him? Even him talking to his people, they're all not in the water. I think it was just a budget thing. The underwater scenes are expensive. Plus, they don't really make sense. When we did go underwater, I was like, how are they yelling? Should they be speaking? Because sound moves twice as fast underwater.
