The former president has never claimed that he declassified them at this point. This is not the stage where this stuff gets sorted out, I also don't think it matters. Of the 11,000 documents, 100 are classified. No Delta Department of Justice would like to read any Post-it notes that said, Hey, let's do crime. But they have the 100 classified documents with classified markings.
