Siraj: Unlike Marega, this Ava's Yojana and Gel-Jibin mission, a bigger chunk of whatever is allocated is going to be spent on materials. In building a house, you have a significant material focus like the budget includes more of material than labor. Whereas in the Marega Act, it clearly says that at least 60% of the money should be spent on labor. So these two schemes are contractor driven or person-oriented scheme where workers are not paid minimum wages.
