I think maybe yes, but not in a broad scope. It's very, very diff ut to blame the government when there are so many offices and agencies inside of each and every agency. I love the way you put at the six thousand dollar toilet seats and the two thousand dollar hammers. That's how those things get hidden in the budget. And i understand how these documents get written, and i understand the politics behind them.
