What Are the Conditions of Convict Leasing?

In the early 1900s, convict leasing was a common practice in some places. The state could issue basically a call for people who needed labor and say, we have 100 or 200 or 50 Negro convicts. There were white people who were leased out, many fewer. It took kind of a long time for some states to get rid of convict leasing.
