A Brief History of Rice Prices
The rice premium was greatly reduced, right and was made relatively insignificant. The tie government made this massive transition from extraction from the rural areas to developing a set of subsidies for farmers. But they basically operated as subsidies for rice millers, rather than helping farmers. So by some estimates, only about 20 % of the money that was earmarked for farmers actually ever made it to farmers.
