Is Social Welfare Funding Necessary in This Country?

The Kerner Commission concluded that social welfare funding is necessary in this country. And it wasn't just as simple as like, hey, there's racism, so we need social welfare funding. The way this country went and where people live and where African Americans were coming out of Jim Crow all aligned in this terrible perfect storm.
