Shijin ping was party secretary of jugan province, one of China's most prosperous provinces. He also spent time in tibet and gwan dung as a testing ground for new ideas. The chinese system forces you to show your paces at various levels in the bureaucracy long before you could ever get to the top level. Shijin Ping is now head of shanghai state-owned oil giant Sichuan Petrochemical Company.
