What if the Deep State Isn't Unelected Government Officials Abusing the Law?

Joar Paio's preface to his new book is a page and a half long rant about the deep state. He asks what if abusive elements of the federal government are very much a part of the deep state, but they should be seen as the best of the servant class,. What is that saying? That's not a sentence. I just cannot get over all of these things. Like Steven Segal, I started this by saying this might be a better book than true allegiance. I no longer believe that.
