Portugal vs Oregon - What's an Ideal System?
Portugal decriminalized drug use and has expanded treatment options for addicts. In Oregon, people are not being held criminally liable but instead incentivized to go back into society as a result of the law. "They've been pretty targeted about the way they do it, but they treat drug addiction as a health problem, not a criminal problem," says CNN's Richard Quest.
