Dinh's armor is pure best guard, but it seems like they're differentiating between pure and cotton. Maybe that suggests that they've run out of pure best guard or again they just don't have someone who knows how to wield it. I really like this theory for all the reasons that you mentioned. It makes me think of the duchess and how the empire couldn't figure out. This was when they were in league with Saxon and actual Mandalorians and they still couldn't replicate the machine that Sabine had designed. They don't know how to work this material.
