The USA Patriot Act was enacted right after 9-11 and the 2001 anthrax attacks. The FBI could issue their own subpoenas without probable cause or judicial oversight. In Operation G-Sting, the FBI used the recently passed legislation to quickly obtain financial records of its targets.
