Fed Funds and Software Rates - What's the Real Bottom?

The reverse repo rate is what the federal reserve pays banks for basically you can deposit or you can lend money to the Fed. And then above that is the upper federal funds range. When you have the repo rate go above the Fed fund rates, that's when you have a liquidity crisis like you did in September 2019. In some market conditions, there might be a skew within the kind of behavior of market rates within the Fed's kind of policy range.
