In the 19 thirties, straights had zero. They have recently in two thousand eight. The idea that inch straights can't go below zero is not much of a constraint on policy and therfor we can kind of ignore it. What we need to fokes on what's most important sort of fluctuates over time depending on what the particular issues of the day are.
