Papyrus and Comic Sans may not have caught on if they weren't pre-installed Microsoft Office starting with Office 97. Now web pages and various designs don't necessarily depend on you having that font installed unless you want to actually create something. So the idea of making money off of Papyrus is probably no one's answer.
